you can use torrent softwares but some sites (mostly warez like pirate bay & Alta la vista) are blocked. Others like Mininova are not blocked.
On the Blocker screen there is a link to a feedback form which you can use to request unblocking of certain sites if you believe it was blocked in error. However it takes them 6 months to even do anything about it if your request was valid, otherwise don’t waste your time.

Yes, because the local Teleph. co abuses a 1991 Federal law criminalizing bypassing local Tel network. It was never intended for this purpose (there was no WWW access in 1991, only bitnet) but its in the interest of the phone co making more profits on international calls so … It has to be resolved by Fed govt.
The phone cos. said they will provide an alternative to Skype but nothing yet.

They buy ready made blocklist from international IT security & consulting companies. Half of the time the block lists don’t even make sense , and are inaccurate.
For example Flicker is blocked but Photobucket is not (it does not make sense , why even block them let alone the inconsistency ).
Its very easy to bypass the Flicker block however.
I am told academic access is not filtered but I haven’t tried it myself (I guess the school has to arrange for this with the ISP)

Answer is 2 for both questions ,
Etisalat (AKA Emirates Telecomunications Corp.)
is the big daddy here , its 40% government owned, while 60% is for private stockholders. Etisalat was formed as Emirtel in the early 70′s and changed name to Etisalat in 1984 I believe. Emirtel is a merger of smaller local tel. operators of each emirate, including Dubai Telephone Co,, which were the local phone service providers prior to the establishment of federal state
Du (AKA Emirates Integrated Telecommunications)
is mainly in Dubai, but in terms of mobile network service it is UAE wide. Its composed of TECOM, SAMACOM (TV/Satellite/IP uplinks), Dubai Govt, and private stockholders. Du owns no Satellites yet , but it leases capacity on several.
Both companies are publicly listed , both pay I think %60 of their income to the Fed Govt per terms of their Teleco service provider license. They still make profit from the remaining.
There is also the Thuraya Satellite Co. (Sat Phone) , but this one is a a subsidiary of Etisalat. So is E-vision cable. By the way Etisalat operates GSM networks in several other countries in Asia & Africa including Egypt, Saudi (as Mobily), Nigeria, Pakistan etc.
